Key Reforms

Improving working condition
a. Improve the effectiveness of the inspection by establishing “Joint Labour Inspection” unit responsible for law enforcement, improving and ensuring welfare and health working environment, and protecting child labour abuse. The establishment of this unit could facilitate the inspection process where all relevant departments from MLVT conduct the inspection particular company/factory once at the same time.

b. Law on Trade Union: the draft law was adopted by the National Assembly on 4 April 2016 and by the Senate on 12 April 2016 and signed into law on 17 May 2016.

c. Wage: The monthly minimum wage for the footwear and apparel industry was set at 148$ for those on probation and 153$ after the probation period, according to MLVT's Prakas 414KB/BrK dated 29 September 2016. This new Prakas will become effective starting January 2017. This new minimum wage was an increase from the previous 140$.

d. Child Labour: MLVT has developed a national policy on the protection of child labour abuse.

Improving the quality of vocational training
a. MLVT has developed a strategic plan to monitor and improve their institutional management as well as the educational system to attract more people registered for vocational training.
b. Increase the unit cost in order to improve the quality of the training. Three of 39 institutions registered under MLVT have been awarded the ISO Standard
c. MLVT regular send candidates to participate in international competitions either in China or ASEAN countries as well as national competition in the country.

Youth employment
a. Establishing a National Youth Employment Agency responsible for providing job information, labor market information, provide career guidance and direction, and how to apply for a job to youth as well as organizing annual career forum. The agency also organizes the career forums at provincial, district, and communal levels. There are at least 7 job centers in 7 different provinces and MLVT is planning to have a least one job center in each provinces and capital throughout the country.

b. Labor Migration Policy for Cambodia 2015-2018: is a national policy with a rights-based and gender-sensitive approach. The policy seeks to protect and to empower migrant workers (currently around 700 000 workers working in Thailand, South Korea, and Malaysia). The MoU between Cambodia and Thailand and another one with Malaysia are being finalized and expected to be signed by the end of 2015.

Social Security
a. Helped the worker to receive work injury insurance with National Social Security Fund. The membership free is supported by the employer.

Pushing for fortnightly pay
To implement the article 116 of labor law, the ministry is pushing factories to pay their employees fortnightly. Doing so could prevent the case of factory owners escaping without paying employees, which resulting in worker protests to demand wages and other lost benefits.
Pension Scheme
National Social Security Fund (NSSF) is planning to launch a pension scheme later this year​(2017) for people working in private sector. The NSSF has studied and researched regulations, technical issues and the sustainability of finances. This scheme will reassure the labor force about their future even though they are working in the private sector.
